 Howard Lowe is the Director of Economic Development at SUNY Plattsburgh, where he has headed the Technical Assistance Center (TAC) since June, 2002. Mr. Lowe was appointed in 2007-08 by the governor to serve on the State’s Universal Broadband Council and the Tourism Advisory Council.
TAC has operated as SUNY Plattsburgh's economic development outreach office for 38 years, and provides a variety of expertise and services.
- The staff and its faculty partners conduct research for the tourism industry in Upstate New York, including recent studies for Essex and Westchester counties, the Olympic Regional Development Authority, the Adirondack Museum, Ski Areas of New York, and Americade.
- TAC is developing the CBN Connect broadband infrastructure project for Clinton, Essex, and Franklin counties. $8.6 million has been raised for Phase I, a telemedicine network, and construction is planned to begin in 2009.
- The office is an affiliate of the NYS Shared Municipal Services Initiative and NYS Data Center, and works with local government on economic revitalization and planning projects.
- Staff includes an accredited economic developer and certified planner; and an expert in Information Technology
